Community Club Development Funding
ECB has received £9.3 million over 3 years for Community Club Development Funding. All County Boards have been requested to nominate clubs on strict criteria which includes security of ground tenure, established development plans and community links, established junior sections, clubmark registration and many others.
Based on the criteria YCB were able to nominate 83 clubs of which 22 have been selected by ECB and Sport England with two in reserve.
This clubs will be able ( if they get through the remaining hurdles) to obtain funding with square renovation ,and natural turf or non-turf practice areas (with some building support in a few cases)
The 22 clubs successful to date are:
Barnsley, Beverley, Burley-in-Wharedale, Doncaster Town, Hornsea, Hunslet Nelson, Illingworth, Keighley, Kirkstall Educational, Knaresborough, Methley, Pool-in-Wharfedale, Pudsey Congs, Pudsey St Lawrence, Rotherham Town, Saltaire, Saltburn, Settle, Undercliffe, Upper Haugh, Woodlands and York.
Reserves are Anston and Stamford Bridge,
YCB is aware that many clubs could not fit the criteria and are also deserving cases and that almost 60 have been disappointed purely on an ECB prioritisation template which YCB has not seen.
Such clubs may wish to apply for Awards for All schemes or the ECB pitch up date schemes

CLUB RATE RELIEF
At the beginning of September the government indicated it will accept a House of Lords amendment to the Local Government Bill giving 100% mandatory rate relief to clubs of a charitable status and 80% mandatory rate relief to clubs agreed as CASCs (Community Amateur Sports Clubs). This should be become law in November and presumably active from April 2004
A government leaflet on Charitable Status and Amateur Sports Clubs was forwarded for your attention last year.
Only clubs registered as CASCs will qualify for the rate relief so you should give this your urgent attention
Community Amateur Sports Clubs are those registered with Inland Revenue to claim tax reliefs which mean :
- Fundraising income up to £15000 exempt from tax
- Income from interest exempt from tax
- Rental income up to £10000 exempt from tax
- Disposal assets exempt from capital gains tax
- Gift aid on individual donations
- Inheritance tax relief on donations
- Business relief on gifts of trading stock
- Gifts of assets on no-gain no loss basis

CLUB AFFILIATION FEES 2004
There is no change to the affiliation fee level from 2003
£10 per club (to YCB ) - no change plus
£9.00 for the 1st X1 (from £7.50) and £11 for each additional X1 (main match day) (from £10 ) to YCA
A club with two teams will therefore pay £30 pa instead of £27.50
A club with three teams will therefore pay £41 pa instead of £37.50

Club and Player Movements
Under YCA rules , clubs are reminded to notify/obtain permission from their present League before talking to any other League . Also Leagues seeking to expand must do in the context of YCA rules. Resignations dates to move for season 2004 have passed. Applications for 2005 must be completed so that clubs can resign from their present League by 30th April 2004 (Rule 11.3)
Clubs must not approach players in any way without first obtaining permission from the players present club (Rule 11,2)
INNER CITY / BLACK AND ETHNIC MINORITY DEVELOPMENT CENTRES
There will again be additional monies available from the Yule bequest to enhance and extend the BEM Development Centres in early 2004 with the Centre sessions to be followed by middle practice sessions in April/May
The following Centres are expected to operate
Westborough HS , Dewsbury Mandela Centre, Leeds Sikh Centre, Leeds West Bowling Bradford Manningham Sports Centre , Bradford Greenhead, Keighley Northbridge LS, Halifax Mount Pleasant Lockwood, Huddersfield Clifton Sschool, Rotherham Lightwaves Sports Centre, Wakefield Firvale, Sheffield
LICENSING ACT 2003
Clubs will now apply for a “Club Premises certificate” from local authorities (not the Magistrates Court). Licence fees are expected to be £100-£500 plus an annual fee with exact amounts about to be set. There will no exemptions from an entertainments licence. Details will be posted on the website when known.

DISTRICT CRICKET
The Under 13 competitiion will continue during the Spring Bank Holiday week in May 2004 with the new level of District Cricket - sub-county level but above that of the Lords Taverners Festival and area Schools Associations - 6 teams from East Yorkshire , North Yorkshire , West Yorkshire (E), West Yorkshire (W) , South Yorkshire (E) and South Yorkshre (W)
An Under 15 District Tournament is now agreed for the end of August 2004
Cricket Foundation
The YCB has received a cheque for £155,00 from the Cricket Foundation . This covers -
- £100,000 Four CDOs
- £9,800 Representative Cricket - coaching and the Pathways to Excellence programme
- £ 18,995 District Cricket, Black and Ethnics Centres, Womens Clusters, District Teams , Open courses,
- £7,200 Clubs - Club-School Links, Volunteer support
- £4,970 Schools - Secondary and primary visits , INSET, Kwik Cricket , Inter Cricket
- £6,700 Coaching schemes - Levels 1 and 2
- £3,960 Disability schemes
- £1875 Groundsmanship
£1,500 Umpiring and scoring
Premier League
The Board is re-visiting the alternative structures to support or parallel the Yorkshire Premier League from 2005
There will be a meeting of Senior League organised in December 2003 to discuss possible patterns. Leagues and Clubs should rest assured there will be no imposed changes
Regional Coaches Seminar
The sixth Yorkshire Regional Coaches Seminar will be held at Yorkshire Cricket Centre and the East Stand on Saturday 15th November 2003
Sessions will start from 9.15am
Before the buffet lunch the Annual Meeting of the YCB CA will be held The cost is to be £10 a head for YCBCA members and £15 for non-members and full details have been circulated to all YCBCA members
